Jaffna College infrastructure was quite severely degraded during the 30-year civil war.  Our gracious and historic buildings and playgrounds now require considerable repair and maintenance.  The annual grant from the Jaffna College Trust pays for annual teaching salaries and mandatory government increments, but little remains for vital ongoing maintenance and upgrading.

We are keen that present and future Jaffna College students have the best possible and safe learning environment and would greatly appreciate your assistance.

Bunker Hall boarding hostel has been home for generations of boarders.  The structure of this spacious building is still basically sound.

The guttering has deteriorated over time.  Some guttering needs replacing, and other sections need re-joining and securing back to the eaves.

Without this work, gushing rain water will continue to stain and to damage the exterior walls during the rainy season.

Similar problems apply to the down-pipes.  Some have become disconnected or are missing, and others have become permanently blocked or are no longer connected to the external drainage system.

To repair and replace where required, all Bunker Hall guttering and spouting, and prepare and repaint damaged walls is estimated to cost Rs 500,000.

Bunker Hall boarding hostel has been home away from home for thousands of Jaffna College boarders.  The structure of this solid building remains basically sound.

But passage of time, lack of funds for rejuvenation works, and the wear and tear from constant use from generations of boys, has resulted in the showers and toilets being in very poor shape. The porous walls and cracked floors are unhygienic and difficult to clean. The facilities look dirty, and they smell. There is poor water pressure and frequent blocked drains. These conditions may have been acceptable in the war years when poverty was widespread and the boys did not know any better.  But amenity and hygiene standards are on the rise in Sri Lanka, and now these unhealthy and run-down facilities are no longer acceptable either for the boys for whom Bunker Hall is “home”, or for Jaffna College management.

Their current condition also renders Bunker Hall quite unsuitable for international visitors or students coming from overseas to study at, or contribute to the college.

Despite constant temporary repairs, the upstairs shower and toilet block also leak dirty water downstairs and has opened up cracks and concrete movement.

Accessing the internet from the Jaffna College Library would be an enormous boon to our senior students and boarders in particular.  Not having internet access for research and assignments puts our students at a competitive disadvantage because most do not own a mobile phone and few homes have computers or internet access. Currently, Jaffna College has no computers that student can use in the library.  The only student computers are in the Computer Laboratory which is fully utilised every day for computer classes and has no capacity for private study.  Here is what it would cost for 1 ready-to-use computer. These computers include Windows 8 operating system and Ms Office 2013 with Outlook. LAN cards are installed to suit the networked environment.

Repair of Desks

The trusty original school desks at Jaffna College have been used by generations of students. Most have stood the test of time and constant use, and are still in a sturdy condition.  Over time, we will need to purchase more suitable furniture for our senior students for whom the traditional-style desks have become too small to sit at comfortably.

But for now, it is cheaper to do repairs.  Many desks have deteriorated over the years; their joints have worn loose or their timber has become broken or spit.  We have about over 100 desks which cannot be used and are being awaiting repair or restoration.  Wherever possible, timber from damaged desks is re-used and recycled.  We repair desks one by one when we have the funds to do so.

To repair all the broken and damaged desks is estimated to cost Rs 405,000.

Former Principal’s Bungalow
Former Principal’s Bungalow Estimated Cost 

This historic rendered limestone building dates back to the mid 1800s. It was the home of the first principal, Daniel Poor and was used as a residence for many decades.  A new house for the Principal of Jaffna College was built two years ago.

In its heyday,the former Principal’s Bungalow would have been a lovely building.  It is still structurally sound. But in 2015, the lofty rooms in this gracious old house can only be used in the dry season because the old sandstone walls are now quite porous and water constantly seeps through the inside walls in wet weather.  The walls need complete resurfacing both inside and out. The tiled roof, staircases and balustrades, guttering and spouting, windows, shutters, woodwork all need repair work and painting. Some areas have been blocked off for safety.  The building has become dark and dingy but repainting is futile until the walls are properly sealed.  At present, only some spaces can be used for small chapel services, a canteen and a library alcove.

This building, when restored, could become an excellent primary school library and office for the Centre of Excellence for Reconciliation Studies.

The water supply for Jaffna College comes from deep local wells.  The water is pumped by electric motor up to tall concrete water towers where the water is stored and filtered.  Then the water flows by gravity to the various bathrooms, kitchens and laundries.  This is the process for most buildings in Jaffna.

Because of the weight of the water, and sub-soil movement over time, some original concrete water towers develop cracking in their pylons or tank. And sometimes the original concrete construction was not as strong as it should have been.

The concrete floor of the very large water tank that services Howland Hall and other College buildings has been sinking and cracking. The girls’ upstairs toilets and showers are currently unable to be used and have now been locked off for safety reasons, causing inconvenience to boarders and staff.

Our building consultant’s advice is that restoration is now impossible and a new build will be required.

Many toilet blocks in the College have deteriorated to the point where they are most unpleasant for the students to use, smelly and unsanitary.  Though of course they are cleaned regularly, their porous limestone and concrete surfaces and drainage systems have deteriorated to the point where cleaning is very difficult and surfaces now retain germs, odours and grime.

The primary school toilets in particular need a thorough overhaul.  The flushing systems are old and constantly breaking.  The original floors are pitted and cracked and impossible to clean properly.  This is not the fault of the little children who have to use them.  We get very little purposeful damage at Jaffna College – almost no vandalism happens here.  The toilets facilities are in poor condition because of their age and from constant usage.

 The fact is, that these days no-one considers it appropriate that little children have to put up with such conditions.  But we don’t have the funds to upgrade and fix the toilet blocks and provide proper amenities for the children in our care.

The Primary School water tank is a major concern as the concrete is cracking and shows signs of collapsing.

Of course we cannot do without a water supply to the primary school, so this is an urgent problem.  It is also a safety issue for the College.  We have had the structure professionally inspected and have been advised that the damage is too great to be repaired and a new build will be necessary.

The Primary School upstairs concrete floors are hazardous for little children because of areas of lifting, pitting and cracking.  This is not the fault of the children – the building is in constant use which has caused some deterioration, but there may have been some problems with the quality of original concrete work.  The primary school floor is a safety issue which we need to address urgently.

Some Alumni will recall Jaffna College’s tropical gardens and green quadrangles and the beauty and coolness of shrubs and flowers.  The College gardens and lawns were magnificent.

During the war years, regular maintenance of our gardens was often impossible.  There were times when staff were scarce and were unable to do regular watering, weeding and pruning.  We now have only a few garden areas left, mainly at the front of the library and at the back of the administration buildings.

With the growth of our trees and regular sweeping of the packed-earth quadrangles and playgrounds, has come a lowering of the surface level and problems of persistent flooding and mud in the rainy season.  Sometimes these areas cannot be used by students for weeks. We would need to bring in topsoil and improve drainage and do some earthworks and construct borders. We would build sturdy barriers around new plantings to protect them from accidental damage.

We need also to plant some new trees to replace those that are getting old.  New trees need a concrete block fence for protection until they reach a good size.

Teaching Staff Accommodation

Immediately to the north of Jaffna College are two large two-storey buildings that provide valued accommodation to some members of teaching staff.  Staff pay for rent and utilities. The original designer of these apartments had considerable foresight, as the rooms are generally pleasant, spacious, light, and well-ventilated. The college has a responsibility to maintain its housing at a good standard, and this has not been possible due to lack of funds. There is some wall cracking that needs to be fixed on the main building. There are drainage and sanitation problems and broken or disconnected pipes which require constant maintenance and are a cause of concern to residents, particularly those with babies and young children.  The method of household rubbish disposal – burning on site – is attractive to stray dogs, pests and vermin and needs urgent modernisation. Some of the outbuildings that are used for garaging and storage have fallen into disrepair with broken doors, sagging tiled roofs and loose tiles that could be hazardous to students and staff.  These roofs need stabilising and retiling. Access to Jaffna College for all students and staff is via three gates. The front gate is manned by a security guard at all times.  The other two gates are only opened at the start of school in the mornings, and the close of school in the afternoon.  While students are on site, all visitors have to use the front gate.

However, time and weather have broken down the west side boundary fence which is now insecure, allowing people to enter and leave the site unobserved. This is an important security issue for staff and students.

The rebuilding and strengthening of the western concrete and barbed wire fence and fence posts is not a large project but it is a very important one.

YMCA Staircase

The YMCA has had a long association with Jaffna College, and still supports with college in many ways particular in relation to extra-curricular activities and the canteen. College students and staff benefit considerably from YMCA support and assistance. The YMCA building is still functional and basically sound, but a major problem has been developing with cracking and subsidence in one of the external staircases.  For safety reasons, this staircase will soon need to be made out of bounds to students, causing inconvenience and reducing the number of safety exits to the building. Left unrepaired, it will continue to deteriorate and the expense of restoration will increase. Jaffna College does not have the funds to restore this staircase to a safe condition. Rs 1,600,000
